National Parliamentarian
Fashika Willis McClelland, PRP, is a Professional Registered Parliamentarian and Professional Presiding Officer with more than 25 years of experience in parliamentary procedure, governance, and association leadership. Nationally recognized as The People’s Parliamentarian™, she is known for providing steady, knowledgeable, and impartial guidance while helping organizations conduct effective, orderly, and fair meetings using Robert’s Rules of Order Newly Revised.
Fashika has served the National Pan-Hellenic Council with distinction as National Parliamentarian (2023–2025), advising the National Executive Board of Directors, local councils, and affiliated bodies with clarity, consistency, and professionalism. Widely respected for her approachable, down-to-earth teaching style, she is frequently called upon to facilitate leadership trainings, chapter retreats, bylaws reviews, and parliamentary workshops for both collegiate and graduate chapters and councils throughout the United States and beyond. Her NPHC parliamentary trainings are consistently well attended and highly regarded.
Her broader leadership service includes serving as President of the Texas State Association of Parliamentarians (2024–2025) and currently as President of the Electronic Association of Parliamentarians (2025–2027). She also serves as a Commissioner on the National Association of Parliamentarians’ Commission on Credentialing (2025 – 2029), contributing to the integrity and advancement of parliamentary credentialing nationwide.
An active and financial member of Alpha Kappa Alpha Sorority, Incorporated®, Alpha Xi Omega Chapter (Dallas, TX), Fashika exemplifies service at every level of the organization. She believes parliamentary procedure is not merely a set of rules, but a powerful tool to strengthen leadership, promote unity, and ensure equity and fairness in decision-making.
