Ray Shoemaker

Area 3 Coordinator

Ray L. Shoemaker is a healthcare executive, military veteran, and community leader based in Tupelo, Mississippi. He holds a Bachelor of Science in Sports Medicine from the University of Southern Mississippi, where he was a Distinguished Military Graduate, along with a Master of Arts in Healthcare Administration and an MBA from Webster University.

A former U.S. Army Captain, Ray served in leadership roles overseeing large-scale operations and assets before transitioning into healthcare administration and entrepreneurship. He is the founder and CEO of MedAdvo, a medical advocacy firm supporting law firms and clients nationwide, and has previously led multi-hospital healthcare systems with revenues exceeding $200 million. Ray is currently completing his Ph.D. in Urban Development at Jackson State University and remains actively engaged in public service, civic leadership, and community health initiatives across Mississippi and the Southeast.

Area 3 includes Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.

The Area 3 Coordinator provides regional leadership and support to NPHC councils across the Southeast. They help councils remain active, compliant, and aligned with national initiatives while offering training, communication assistance, and resources that strengthen local programs and community impact.

Serving as the key connection between national leadership and councils in this region, the Area 3 Coordinator promotes collaboration, enhances council operations, and advances NPHC’s mission of unity, service, and community empowerment throughout the Southeastern states.
